Entre ellas se encuentran la exigencia de órdenes judiciales para ingresar a propiedades privadas, la prohibición del uso de máscaras por parte de agentes y mayores restricciones al uso de la fuerza y a las detenciones.

White House Offer Fails to Break Deadlock as Partial Government Shutdown Drags On
Oklahoma City.- Efforts to end the ongoing partial government shutdown remain stalled after the White House presented a proposal aimed at resolving the funding dispute over the Department of Homeland Security (DHS), but failed to win support from congressional Democrats.
The shutdown, now stretching beyond a month, has already caused widespread disruptions—most visibly at U.S. airports, where Transportation Security Administration (TSA) staffing shortages have led to long security lines, delays, and growing travel uncertainty.
In a bid to break the impasse, the White House offered a package of reforms focused largely on immigration enforcement practices, a central point of contention in negotiations.
The proposal includes expanded use of body cameras for federal agents, requirements for officers to identify themselves during operations, and increased oversight through inspections conducted by the DHS Inspector General. Administration officials framed these measures as a “good faith compromise” designed to improve transparency and accountability.
The plan also introduces limited restrictions on enforcement activities in so-called “sensitive locations,” such as schools and places of worship, while allowing exceptions under certain circumstances. Additionally, the administration pledged to formalize updated enforcement guidelines into official policy, aiming to provide clearer operational standards for federal agents.
One element of the proposal, however, drew criticism from lawmakers and advocacy groups: a pledge not to knowingly detain or deport U.S. citizens. Critics argued that such a commitment is already required under existing law, calling it symbolic rather than substantive.
Despite these concessions, Democratic leaders quickly rejected the offer, saying it fails to address their core demands. Chief among those are requirements for judicial warrants before agents can enter private property, a ban on the use of face coverings by enforcement officers, and stricter limits on detention practices and use of force.
Negotiators remain divided over how far reforms should go, particularly in the wake of several controversial immigration enforcement incidents earlier this year that intensified calls for systemic changes.
As talks continue, both sides have accused each other of prolonging the shutdown. The White House maintains that it has made meaningful compromises, while Democrats argue the proposal does not go far enough to ensure civil liberties and accountability.
Meanwhile, the real-world impacts of the shutdown continue to mount. Tens of thousands of federal workers are either furloughed or working without pay, and critical services—especially those tied to homeland security and transportation—are under increasing strain.
With no immediate breakthrough in sight, lawmakers face mounting pressure to reach an agreement before disruptions deepen further, particularly as peak travel season approaches.
For now, the gap between incremental reform and structural change remains the central obstacle to ending the shutdown.
