El Congreso de los Estados Unidos implementó por primera vez el horario de verano a través de la Ley de Horario Estándar en 1918 durante la Primera Guerra Mundial como una forma de "agregar" más horas de luz para ahorrar energía. La ley también estableció cinco zonas horarias en los EE. UU. La Ley de Horario Uniforme de 1966 obligó al país a utilizar el horario de verano, pero permitió a los estados optar por no hacerlo y permanecer en el horario estándar durante todo el año.
La idea detrás del horario de verano es que al retrasar los relojes una hora en noviembre, se gana más tiempo de verano en las primeras horas de la mañana. Cuando se agrega una hora en marzo, se gana más luz diurna por las noches.
El horario de verano permanente se promulgó en 1974, pero Oklahoma y otros estados solicitaron al gobierno federal que lo derogara debido a los problemas causados por estar oscuro hasta después de las 8 a.m. en el invierno.
