Normas Regulatorias y Estándares Educativos

Han sucedido muchas cosas en el Capitolio a medida que nos acercamos al final de la sesión legislativa. Este tramo final es a menudo donde se lleva a cabo gran parte del trabajo pesado.

Recientemente se presentó una resolución en el Senado para desaprobar los estándares de estudios sociales recientemente adoptados por el Departamento de Educación del Estado. La resolución plantea preocupaciones sobre el proceso utilizado durante la aprobación en una reunión de finales de febrero de la Junta Estatal de Educación.

De acuerdo con la resolución, algunos miembros de la junta recibieron los estándares propuestos por correo electrónico a última hora de la tarde antes de la reunión y se les pidió que votaran sobre ellos a la mañana siguiente. También hay preguntas sobre si todos los miembros tenían la misma versión de las normas, en particular en lo que respecta al contenido relacionado con eventos históricos recientes. Se ha hecho una solicitud para devolver los estándares a la junta para una mayor revisión y consideración.

En esta sesión, la Legislatura ha hecho cambios en la forma en que se manejan las reglas administrativas. Las reglas de cada agencia ahora se revisan en resoluciones individuales en lugar de agruparse. Esto garantiza que cada norma se considere en función de sus propios méritos, lo que reduce el riesgo de que cuestiones no relacionadas afecten al resultado para otros organismos.

Un proyecto de ley del Senado que ahora está pendiente en la Cámara de Representantes actualizaría aún más el proceso de reglas administrativas al requerir la aprobación legislativa conjunta antes de que las reglas de la agencia entren en vigor. Esta medida fue aprobada por el comité apropiado y es elegible para ser escuchada en el pleno de la Cámara de Representantes.

En otras noticias, el Día de la Agricultura y el Día 4-H se celebraron recientemente en el Capitolio. Estos eventos celebran el papel de la agricultura en la economía y la cultura de Oklahoma y brindan la oportunidad de interactuar con jóvenes y profesionales en el campo. El programa 4-H, en particular, continúa promoviendo el aprendizaje práctico y el desarrollo de liderazgo para los jóvenes de Oklahoma.

De cara al futuro, la próxima fecha límite legislativa es el 8 de mayo, momento en el que los proyectos de ley deben pasar por la cámara opuesta para seguir avanzando. Se está trabajando para evaluar y avanzar en la legislación que refleje las prioridades de los constituyentes en todo el estado.

Rulemaking and Education Standards

There's been a lot happening at the Capitol as we near the end of the legislative session. This final stretch is often where much of the heavy lifting takes place.

A resolution was recently filed in the Senate to disapprove the State Department of Education’s newly adopted social studies standards. The resolution raises concerns about the process used during the approval at a late February meeting of the State Board of Education.

According to the resolution, some board members received the proposed standards by email late in the afternoon prior to the meeting and were asked to vote on them the following morning. There are also questions regarding whether all members had the same version of the standards, particularly concerning content related to recent historical events. A request has been made to return the standards to the board for further review and consideration.

This session, the Legislature has made changes to how administrative rules are handled. Each agency's rules are now reviewed in individual resolutions rather than grouped together. This ensures that each rule is considered on its own merits, reducing the risk of unrelated issues affecting the outcome for other agencies.

A Senate bill now pending in the House would further update the administrative rules process by requiring joint legislative approval before agency rules take effect. This measure passed through the appropriate committee and is eligible to be heard on the House floor.

In other news, Agriculture Day and 4-H Day were recently observed at the Capitol. These events celebrate the role of agriculture in Oklahoma’s economy and culture and provide an opportunity to engage with youth and professionals in the field. The 4-H program, in particular, continues to promote hands-on learning and leadership development for young Oklahomans.

Looking ahead, the next legislative deadline is May 8, by which time bills must pass out of the opposite chamber to continue moving forward. Work is ongoing to evaluate and advance legislation that reflects the priorities of constituents across the state.
