Segunda mitad de la sesión

Hemos llegado oficialmente a la mitad de la sesión legislativa, y el ritmo no ha disminuido.

Con la segunda mitad de la sesión en marcha, la Cámara ha comenzado a escuchar los proyectos de ley del Senado. Recibimos un total de 285 medidas del Senado. Estas medidas pasarán por comités de política, luego por comités de supervisión, antes de ser consideradas en el pleno de la Cámara.

Formo parte del Comité de Política de Justicia Penal, que se reunió esta semana y en la que la reunión tenía 13 proyectos de ley en la agenda. El Poder Judicial Penal es un subcomité del Comité de Supervisión de Justicia y Seguridad Pública, que presido. Las audiencias del comité de políticas ofrecen una revisión inicial de la legislación antes de que avance en el proceso. Es bueno escuchar las primeras impresiones de un proyecto de ley por parte de los miembros del comité antes de que se debata más intensamente en la supervisión.

Una medida de esta sesión ya ha sido firmada como ley. El Proyecto de Ley del Senado 546 establece protecciones relacionadas con los datos personales y establece requisitos sobre cómo las empresas recopilan y procesan información. La ley pretende proporcionar estándares más claros y reforzar las protecciones de la privacidad para los habitantes de Oklahoma.

En otras noticias del Capitolio, me emocionó celebrar a los miembros de nuestra comunidad en el pleno de la Cámara esta semana.

Tuve el honor de reconocer a nuestro Veterano de la Semana el lunes, el Sargento Mayor Walter J. Kula Jr., retirado de la Fuerza Aérea de los Estados Unidos. Sirvió más de 26 años, comenzando en 1978 y retirándose en 2005 con el rango más alto de suboficial, con destinos en todo Estados Unidos y en el extranjero.

Tras su carrera militar, continuó sirviendo a otros liderando operaciones de seguridad en la Base Aérea Tinker y más tarde mentorizando a estudiantes como instructor del JROTC de la Fuerza Aérea en el instituto Choctaw. Sigue activo en la comunidad a través de organizaciones cívicas y militares, y estamos agradecidos por su servicio continuo.

También pude presentar y reconocer al equipo de teatro del instituto Choctaw por otro año excepcional y su continua excelencia en el arte escénico el martes. El equipo ganó el Campeonato Regional OSSAA 6A de Obra de Un Acto y el premio al Mejor Equipo/Técnico de Escena, y logró su 19º campeonato estatal. Nos enorgulleció dar la bienvenida al elenco, al equipo técnico y a los directores que fueron reconocidos al más alto nivel por sus interpretaciones en Drácula. Su éxito refleja un esfuerzo constante, preparación y trabajo en equipo.

Me enorgullece compartir que hemos alcanzado un acuerdo sobre el presupuesto estatal del año fiscal 2027, que suma un total de 12.786.726.758 dólares. Finalizar el presupuesto tan pronto en la sesión nos pone en una posición sólida para avanzar con prioridades que apoyen a nuestras comunidades y a nuestra fuerza laboral.

Este presupuesto incluye 85 millones de dólares para aumentos salariales de profesores y 80 millones para iniciativas de lectura y matemáticas para mejorar los resultados de los estudiantes. También invierte 12 millones de dólares para actualizar el software de votación, asegurando que nuestros sistemas electorales sigan siendo seguros y fiables.

Además, asignamos 7,5 millones de dólares para el hangar y la instalación de carga útil de Dawn Aerospace, apoyando el crecimiento de la industria aeroespacial de Oklahoma, y 49 millones para cumplir con los requisitos de mantenimiento de esfuerzos de Medicaid. Las necesidades de infraestructura se cubren con 3,7 millones de dólares para reparaciones críticas de presas y 10 millones para subvenciones REAP para mejorar los sistemas rurales de agua.

También priorizamos a nuestra plantilla aumentando las contribuciones al Sistema de Jubilación de las Fuerzas de Ley de Oklahoma, proporcionando 15,2 millones de dólares para la paga por longevidad de empleados estatales y aprobando aumentos salariales para taquígrafos judiciales, secretarias y alguaciles.

Second Half of Session

We have officially reached the halfway point of the legislative session, and the pace has not slowed down.

With the second half of session underway, the House has begun hearing Senate bills. We received a total of 285 measures from the Senate. These measures will move through policy committees, then oversight committees, before being considered on the House floor.

I serve on the Criminal Judiciary Policy Committee, which met this week where the meeting had 13 bills on the agenda. The Criminal Judiciary is a subcommittee of the Judiciary and Public Safety Oversight Committee, which I chair. Policy committee hearings provide an initial review of legislation before it moves forward in the process. It is good to hear the first impressions of a bill from the committee members before it gets more heavily debated in oversight.

One measure from this session has already been signed into law. Senate Bill 546 establishes protections related to personal data and sets requirements for how businesses collect and process information. The law is intended to provide clearer standards and strengthen privacy protections for Oklahomans.

In other Capitol news, I was excited to celebrate members of our community on the House floor this week.

I had the honor of recognizing our Veteran of the Week on Monday, Chief Master Sergeant Walter J. Kula Jr., retired from the United States Air Force. He served more than 26 years, beginning in 1978 and retiring in 2005 at the highest enlisted rank, with assignments across the U.S. and overseas.

After his military career, he continued serving others by leading security operations at Tinker Air Force Base and later mentoring students as an Air Force JROTC instructor at Choctaw High School. He remains active in the community through civic and military organizations, and we are grateful for his continued service.

I also got to present and recognized the Choctaw High School Drama Team for another outstanding year and its continued excellence in the performing art on Tuesday. The team earned the OSSAA 6A One Act Play Regional Championship and the Outstanding Stage Crew/Tech Award and went on to secure its 19th state championship. We were proud to welcome the cast, crew and directors who were recognized at the highest levels for their performances in Dracula. Their success reflects consistent effort, preparation and teamwork.

I am proud to share that we have reached an agreement on the Fiscal Year 2027 state budget, totaling $12,786,726,758. Finalizing the budget this early in session puts us in a strong position to move forward with priorities that support our communities and workforce.

This budget includes $85 million for teacher pay raises and $80 million for reading and math initiatives to strengthen student outcomes. It also invests $12 million to upgrade voting software, ensuring our election systems remain secure and reliable.

In addition, we allocated $7.5 million for the Dawn Aerospace hangar and payload facility, supporting growth in Oklahoma’s aerospace industry, and $49 million to meet Medicaid maintenance of effort requirements. Infrastructure needs are addressed with $3.7 million for critical dam repairs and $10 million for REAP water grants to improve rural water systems.

We also prioritized our workforce by increasing contributions to the Oklahoma Law Enforcement Retirement System, providing $15.2 million for state employee longevity pay and approving pay raises for court reporters, secretaries and bailiffs.
